On April 9 the Mexican Embassy informed the Department of State that Gen. Luque reports from Ojinaga, Chihuahua, that on April 7, at 9.30 a.m., four volleys were fired upon his soldiers by individuals from behind breastworks on American territory, and that it was believed that rebels who had crossed the river in front of San Francisco were the authors of this act.

The Department of State has communicated the Mexican Embassy’s memorandum to the Secretary of War and to the Attorney General, for their information and appropriate action.
