I have the honor to transmit herewith copy of telegram this day received by me:

I respectfully inform your excellency that the neutrality laws between the United States and Mexico have been openly and publicly broken at Calexico, near Mexicali on the border line, where a party of armed rebels headed by a man named Leyba and an American named Simon Bertholdt have invaded Lower California, Mexico, and are coming freely to Calexico for supplies and cartridges. I represent these facts, of which you have knowledge by the newspapers, in hopes that you may call attention of Federal authorities in your State and put an end to this unlawful state of affairs if you find it proper.
