File No. 812.00/388.
The American Ambassador to the Secretary of State.
Mexico, November 18, 1910.
The Mexican Government has, since the recent anti-American rioting, collected evidences of an attempt at revolutionary outbreak, is seizing arms and ammunition and is making numerous arrests at various points of the Republic, over a large part of which the conspiracy seems to be spread; but it lacks coherence and the Government will easily suppress it. Madero seems to be acting with Magón, and numerous commissions have been found which were signed by [Page 364] Madero. He is reported to be in San Antonio, whence he is shipping arms and ammunition to his adherents in Mexico. The Mexican Government would greatly appreciate it if these men could be prosecuted for attempts to subvert the Government of a friendly power from American soil.
