Reports that the President of Haiti has assured him that the troops will be withdrawn at once from the north and central frontier and the army will be reduced to a peace footing. The troops recently ordered to the frontier from other parts of the Republic have been ordered home.
[Page 159]Instructions will be sent to the Haitian minister at Washington to request the good offices of the Government of the United States to negotiate a treaty for the arbitration of the controversy.
