Sir: Referring to my dispatch No. 931, of the 16th ultimo, and to my telegram of the same date, I have the honor to report that * * * the Governments of France, Germany, and Great Britain have now formally proposed that this question be submitted to arbitration, and have requested the Cuban Government to suggest a tribunal or person before whom the case can be heard.
