The Secretary of State to the Chinese Minister.
Washington, March 17, 1909.
Sir: Referring to the department’s note of January 21, 1909, in which you were advised that the American minister at Santiago had arranged with the Chilean Government for the protection of Chinese subjects in that country, I have the honor to inclose herewith for your information a copy of the certificate1 which will be used in this connection and which seems calculated to safeguard the rights of the Chinese subjects concerned. This form is based upon that originally suggested by the department, but which has been amended in certain minor details at the request of the Chilean Government.
