Sir: Referring to my note of August 26, 1908in which I had the honor to advise you that the American ministers at Santiago and Quito had been instructed to arrange to undertake the protection of Chinese subjects and their interests in Chile and Ecuador, I am now pleased to inform you that I am in receipt of a telegram from Santiago in which Minister Hicks states that he has satisfactorily arranged for the protection of Chinese subjects and interests in Chile by American diplomatic and consular officers.
