Mr. Secretary of State: I have the honor in behalf of the Imperial Government to request the extradition of Jan Janov Pouren, a Russian subject, charged with murder, robbery, and attempted murders, and now at New York, where he lives under the name of W. Kohks, alias Martin Martinson.

The above man’s criminal record is in the hands of the consul general of Russia at New York who, as agent of the Imperial Government at New York, has charge of the proceedings before the local authorities.
