Sir: I have to acknowledge the receipt of Mr. Leishman’s No. 268, of the 3d instant, transmitting a copy of a note from the sublime porte in regard to the interpretation of Article IV of the treaty between the United States and Turkey of Mav 7, 1830.

His note verbale of the 3d instant in reply to that of the minister of foreign affairs is approved by the Department.
