Sir: I have to acknowledge the receipt of your dispatch No. 027, of the 18th ultimo, confirming your telegram of the preceding night in relation to the proposal of the Japanese Government to arbitrate the question of the tax on buildings erected on lands held by perpetual leases in the former foreign settlements in Japan.

The Department approves your view that you ought not to ask that the United States be included as one of the powers to participate in the arbitration proceedings, unless so instructed.
