Sir: With reference to your separate
instructionb of the 11th ultimo on the
subject of the condition of the Jews in Roumania, I have the honor to
inclose herewith a note which I have received from the foreign [Page 550] office, stating that His
Majesty’s Government join with the Government of the United States in
deploring the depressed condition of the Roumanian Jews and in regarding
with apprehension the results of their enforced emigration, and that His
Majesty’s Government will place themselves in communication with the
other powers signatory of the treaty of Berlin, with a view to a joint
representation to the Roumanian Government on the subject.

Your Excellency: I have the honor to
acknowledge the receipt of your note of the 23d ultimo, inclosing a
copy of a dispatch from Mr. Secretary Hay on the subject of the
condition of the Jews in Roumania.
His Majesty’s Government join with the United States Government in
deploring the depressed condition of the Roumanian Jews and in
regarding with apprehension the results of their enforced
emigration.
His Majesty’s Government will place themselves in communication with
the other powers signatory of the treaty of Berlin, with a view to a
