Mr. Raikes to Mr. Hay.

No. 165.]

Sir: I have the honor to inform you that I have received a dispatch from the Marquis of Lansdowne stating that the United States consul [Page 538] at Guadeloupe, who is now at Martinique, has undertaken the protection of British interests at that place in the absence of any representative of His Majesty’s Government.

I have the honor, by direction of the Marquis of Lansdowne, to express to your Government the cordial thanks of His Majesty’s Government for this friendly action, and to request that you will be so good as to convey them to the United States consul at Martinique.

I have, etc.,

Arthur S. Raikes.
