Sir: The President having been advised that the Government of Austria-Hungary is about to be represented in the United States by an ambassador extraordinary and plenipotentiary, he has, under authority conferred upon him by the Congress of the United States [Page 31] and in recognition of the friendly intention of the Austro-Hungarian Government, appointed you, by and with the advice and consent of the Senate, to be ambassador extraordinary and plenipotentiary of the United States to Austria-Hungary.
