My Dear Mr. Wu: Referring to our conversation a few day ago concerning the protection of subjects of China by the consul-general of the United States at Panama, I take pleasure in inclosing copy of the most recent instructiona to the consul-general on the subject, in which reference is made to previous instructions addressed to his office. As was stated in the course of our conversation, these instructions authorize the consul-general to use his good offices in behalf of Chinese subjects in the absence of a diplomatic or consular representative of China in Colombia.
In case you should desire the instructions repeated to the consul-general, it will give me much pleasure to comply with your request.
