(Mr. Bowen reports that the minister for foreign affairs, by order of the President of Venezuela, has filed with him a strong protest [Page 1064] against the act of the United States consul at Port of Spain in clearing the Viking for Caño Colorado, characterizing it as an interference with Venezuelan commerce and an infringement on Venezuelan sovereignty; that the minister states the incident is serious and requests that his protest be forwarded to the Department of State at Washington.)
