Dispatch concerning Spanish minister received. Have seen Spanish minister for foreign affairs. Resignation of Spanish minister had been asked and accepted by cable before our interview. The first secretary of legation at Washington will be placed at once in charge of the legation. New minister will be appointed at once, and will reach Washington in about 15 days.
