Under capitulation Santiago de Cuba this Government is to return Spanish troops to Spain.

We desire througn British ambassador at Madrid an understanding with Spanish Government that transports will be considered neutralized both on inward and outward voyage, no belligerent act to be committed by or upon them. It is assumed that such transports will not be subjected to port charges, unless pilotage, but understanding is desired on this point also.
