Our answer submitted to Spanish commissioners declining to join in declarations as to restoration status quo in Philippine Islands on rounds stated in our telegram October 1, well received by them. We then submitted articles of the treaty covering Cuba, Puerto Rico, and other islands in West Indies and Guam as provided in protocol. They asked until Friday to consider them. Adjourned to Friday afternoon. Hear Merritt to-morrow.
