No. 31.]Excellency: With reference to the inquiries as to the situation of the master and crew of the captured Spanish steamer Panama, I have the honor to inform you that instructions have been sent to the authorities of the United States at Key West to transmit to the proper authorities of the United States in this capital any open letters addressed by the officers and crew of the steamer in question to their families, to the end that such letters may be forwarded to their destination through your embassy.
