Dear Mr. Day: The reconcentrados order has been entirely abrogated in what relates to the western provinces, and in this general designation the provinces of Havana, Matanzas, Santa Clara, and Pinar del Rio are included, to my belief. In these provinces peace generally [Page 726] prevails, and that has permitted the important action taken by General Blanco, which proves once more the conciliatory and most liberal policy pursued by His Majesty’s Government and the Queen’s representatives in Cuba.
