Washington, August 17, 1898.
Excellency: I have the honor to acknowledge the receipt of your note of the 12th instant, stating that you have received a dispatch from [Page 380] the British foreign office acquainting you with the fact that Mr. Haggard, Her Majesty’s minister at Caracas, has accepted the offer of Mr. Loomis, the United States minister at that capital, to allow the United States consul at La Guayra to take temporary charge of the British vice-consulate there.
I beg to inform you that the facts above stated were reported to the Secretary of State by Mr. Loomis under date of July 7, received here July 18, and that his course was duly approved by this Government.
The Department will take pleasure in conveying the thanks of your Government to Mr. Loomis, as requested.
