Excellency: Referring to previous correspondence concerning the application of this Government for permission for a military force to escort the United States Alaskan relief expedition to Circle City, and particularly with reference to your note of the 17th instant giving assurance that the Dominion government will permit. United States troops deemed necessary to protect the expedition in question, while [Page 363] en route, to pass through Canadian territory under the same regulations which govern the passage of Canadian mounted police through United States territory, I have the honor to inform you that the Department has received a letter from the Acting Secretary of War stating that the arrangements indicated in your note will be entirely satisfactory to the War Department.

The Acting Secretary of War adds that the courtesies so kindly extended to facilitate the expedition are fully appreciated by this Government.
