Sir: In reference to the disaster to the United States ship of war Maine, I have the honor to report that all of the foreign ministers have taken occasion to express their sense of regret and sorrow to me [Page 1078] in a very earnest, sincere, and satisfactory way, save the ministers of Italy and Spain, who have said nothing.

The English and German ministers called personally at the legation within two or three hours after the news of the loss of the Maine was confirmed.
