Mr. Secretary: I have the honor, by order of my Government, to transmit to your excellency the full testimony3 in the inquiry instituted by the maritime authority of the Habana station by reason of the catastrophe which befell the U. S. ironclad Maine in that port, in [Page 1046] the night of the 15th of February last, which awful misfortune to the American people has been so deeply and sincerely lamented by the Spanish Government and people.
