Sir: I have to inform the Department that a decree has been passed by the last Ecuadorian Congress, to take effect from January 1, 1889, allowing vessels flying foreign flags to engage in the river and coasting trade of Ecuador. This was formerly allowed only to vessels flying the national flag, the Government reserving the right to stop all traffic and close any or all ports during a time of revolution or in the event of a war with any foreign nation.
