Sir: Referring to my dispatch No. 19, under date of the 10th instant, and its inclosure, wherein it was said that information respecting the [Page 22] right to sue in forma pauperis in Hungary would be sent as soon as a reply to an inquiry made on the subject had been received from the royal Hungarian minister of justice, I now have the honor to transmit a translation of a note just received from the ministry of foreign affairs respecting the rights of foreigners to sue in forma pauperis when residing in the countries of the Hungarian Crown.
