Mr. Evarts to Señor Navarro.

Sir: Referring to your two notes of the 28th of August and 18th of October last, concerning the complaint of your government in regard to [Page 824] the acts of a band headed by one Robert E. Martin, I have the honor and pleasure of informing you that the Secretary of the Interior, under date of the 28th ultimo, advises this Department that the governor of the Territory of Arizona has been instructed to investigate the complaint so far as to the hiding place of Martin being within that Territory, and that should he be found within that jurisdiction the authorities there are to take such measures as may be within their power to breakup any band of robbers led by him and to preserve peace upon the frontier between the two countries.
