Mr. Evarts to Señor Navarro.

Sir: I have the honor to acknowledge the receipt of your two notes, dated, respectively, November 15 last and the 27th ultimo, in which further complaints are made against a band of thieves, headed by one Robert E. Martin, whose depredations upon citizens of Mexico this government seriously regrets and hopes to prevent.

To this end copies of your notes have been forwarded to his excellency the governor of Texas, with a request that whatever measures may lie within his excellency’s power for the arrest and punishment of the guilty persons may not be spared, as well to protect our interests as those of Mexico, which have suffered by their acts, by the arrest and punishment of the guilty parties.
