Sir: Referring to my dispatch No. 146, I have now the honor to inclose herewith a copy and translation of a note from the minister of state, informing me that the excess of tonnage dues exacted at Manila from the American vessels Bullion, Frank Lambeth, Washington, Henry A. Litchfield, and Stephen, has been ordered to be returned to the consignees of said vessels.

The Duke of Tetuan to Mr. Lowell.

Excellency; I have the honor to make known to your excellency, referring to the affair which occasioned your note of the 30th December last, as to the arrival at Manila of the vessels Bullion, Frank Lambeth, Washington, Henry A. Litchfield, and Stephen, that the minister of ultramar informs me that he has ordered the restitution of the additional sum collected from the consignees of said vessels by exacting tonnage dues according to the number of Spanish tons, instead of those which appeared in the register of each vessel.

I avail myself of this opportunity to reiterate to your excellency the assurance of my most distinguished consideration.
