Sir: I have the honor to acknowledge the receipt of your excellency’s dispatch No. 6, of the 1st instant, received yesterday, in which your excellency communicates the opinion of your government upon the use of the flag by foreign vessels, according to the laws of the United States of America.

I have transcribed its contents and the note of the Department of State in Washington, to the minister of war and marine, and I take advantage of this occasion to reiterate to your excellency the assurance of my high regard and esteem.
