Sir: I have the honor to acknowledge the receipt of your dispatch No. 11, of the 8th ultimo.

I am glad to see that the latter substantially approves, in advance, of the views I had expressed to Minister Osborn in mine of the 19th ultimo, of which I sent you a copy in mine of the 20th (No. 15).

I shall take occasion to communicate to the minister of foreign relations the substance of so much of your dispatch (No. 11) as tends to explain and modify the note of Mr. Gibbs to that minister of April 7th.
