Sir: I have the honor to inform you that, by circular from the ministry of foreign affairs, dated the 27th instant, the entire question of judicial reform has been placed in charge of Cherif Pasha, minister of justice, to whom all communications in the future will be addressed, instead of to the minister of foreign affairs as hitherto.
