Egyptian government very anxious for prompt and favorable action on judicial reform. England, Austria, Germany, Italy, and Russia have accepted. New courts are ready to be organized, and American judges desired.

Consular jurisdiction over American citizens not affected by the project. Please communicate action of Congress by telegraph.
