Sir: Referring again to your note of the 19th March last, in relation to the measurement of vessels and tonnage dues on the Suez Canal, I have the honor to inform you that it has been decided by the Treasury Department to furnish vessels bound to Europe and likely to visit the Suez Canal, a special certificate of admeasurement, conforming to the international tonnage commission which recently sat at Constantinople.
