Official Gazette this morning contains announcement of a ministry in which Marshal Serrano names himself president of the executive power of the Republic, and appoints Sagasta minister of state and of the treasury, Balaguer ultramar and public works, Garcia Ruiz interior and grace and justice, Admiral Topete minister of marine. Balaguer, who is in charge of the colonies, held that office under Sagasta in seventy-one and two.
