President Castelar resigned his powers at half-past five this morning, Congress having rejected a proposition approving the conduct of the government during the parliamentary recess. While the Cortes were engaged in the election of his successor they were dispersed by troops of the garrison under the command of General Pa via, who holds possession of the building. The principal streets and public buildings are occupied by troops, and artillery commands the thoroughfares. A provisional government will probably be proclaimed to-day, with Marshal Serrano at its head. I shall not recognize this coup What, indicated in my previous dispatches, until ordered to do so.
