Sir: Referring to my dispatch No. 33 of the 27th January, I have the honor to inclose to you herewith a copy of a note received from Mr. de Westmann, informing me that His Majesty the Emperor has authorized the landing at Vladivostok of the expedition to observe the transit of Yenus. Vladivostok being a free port, all merchandise, with the exception of spirituous liquors, will be admitted free of duty.

Mr. Westmann to Mr. Jewell.

Sir: As a sequel to my note of the 15th ultimo, No. 127, in relation to the scientific expedition which the Federal Government desires to send to Vladivostok for the purpose of observing the transit of Venus which is to take place in the course of the year 1874, I have the honor to inform you that, on the report of the acting minister of the marine, His Majesty the Emperor has deigned to authorize the landing of this expedition at Vladivostok. I think it proper for me to add that, Vladivostok being a free port, all goods, with the exception of spirituous liquors, are admitted there without payment of duties.

I avail myself of this occasion to renew to you, sir, the assurances of my most distinguished consideration.
