Sir: I inclose herewith, for your information, a copy of an instruction of the 21st ultimo, No. 408*, addressed by this Department to General Schenck, the minister of the United States at London, in regard to a provisional arrangement proposed by the Japanese government to that of His Majesty the King of Italy.
You will consequently, in an interview with the minister for foreign affairs, apprise him of the views of the President upon the subject as expressed in the instruction referred to.
