Sir: Your dispatch No. 251, of the 15th ultimo, has been received. It is gratifying to learn from it that the present administration in Hayti shows a disposition to provide for claims founded on contract which originated during the administration of Salnave. If such a course should be adopted, it would materially redound to the honor and strengthen the credit of the Haytian government under all future administrations.
