Mr. Davis to Sir Edward Thornton.

Sir: With the view to enable this Department to answer an inquiry made by the Secretary of the Treasury upon the subject, I shall be much obliged if you will inform me whether the laws of Canada deny to American vessels the right of transportation of goods and passengers [Page 553] between Canadian ports to the extent to which it is granted to Canadian vessels plying between ports in this country, where such transportation is not regulated by the provisions of articles 26, 27, or 30, of the treaty of Washington.
