Sir: In connection with my No. 24, of the date of 14th instant, in relation to the obstructions interposed by the German government to the execution of commissions from the courts of the United States for the taking of testimony important in suits pending in those courts of parties resident or sojourning in Germany, I have now to say that yesterday afternoon I received from Mr. Schlözer a note dated 13th instant, covering a copy of a dispatch from the imperial foreign office, dated 12th ultimo, on the subject.

Mr. Schlözer kindly accompanied it with a translation, but the translation is in some respects idiomatic, and needs a more careful examination than is allowed in order to give you full instructions by this mail, which, however, I shall do by an early mail.
