Sir: I inclose herewith, for your information, a copy of a dispatch of the 3d instant, No. 27, from the minister of the United States at St. Petersburg, and of dispatches from the minister at Berlin and Copenhagen,^* both dated the 9th instant, numbered respectively 558 and 226, in relation to the reported transfer of the Danish West India Islands to Germany.
