MEETING WITH THE NATIONAL SECURITY PLANNING GROUP
I. PURPOSE
To discuss arms control policy options for the Defense and Space Negotiating Group of the Nuclear and Space Talks, as they relate to recently discussed SDI proposals.
II. BACKGROUND
This meeting will complete a discussion begun at the NSPG meeting on February 3, 1987.2 Detailed analyses of the issues at hand have been forwarded to you under separate cover.3 At our last meeting, we looked at programmatic and policy aspects of the Secretary of Defense’s recommendations on SDI. This session will look at some of the same issues from an arms control perspective. We also will try to tie up some loose ends from the last session.

V. SEQUENCE OF EVENTS
I will introduce the various options available, framing the discussion to follow. After general discussion, I will summarize and close the meeting.
