Thank you for your memorandum of November 26, outlining your plans for additional broadcasting on the treatment of Muslims in the Soviet Union as part of a larger VOA series on the status of Islam beyond the Islamic heartland.2 The program you set forth appears to have the potential for being quite effective. (C)

At the same time, I would like to emphasize again the importance of moving urgently to implement this programming as quickly as possible.3 (U)
