SUBJECT: 2ND WORLD FOOD COUNCIL

1. U.S. ACHIEVED ITS OBJECTIVES IN WFC BY GETTING ENDORSEMENT OF PREPCOM RECOMMENDATION AND PREVENTING ENDORSEMENT OF ALL FIVE GROUP-77 RESOLUTIONS, ALL OF WHICH WERE SUBSTANTIVELY UNACCEPTABLE TO US.

2. THIS POSITIVE OUTCOME WAS A RESULT OF:

A) STRONG OECD GROUP SUPPORT OF EQUALLY STRONG U.S. LEAD IN ALL CONSULTATIONS WITH THEM. WE ACHIEVED A SOLID, UNITED FRONT WITH PRINCIPAL AGRICULTURAL PRODUCERS BY MEETING TWICE A DAY WITH GROUP AND CONCERTING STRATEGY EVERY STEP OF WAY. UK, AUSTRALIA, FRG AND JAPAN PARTICULARLY HELPFUL AND

B) EXTENSIVE U.S. CONSULTATION WITH CERTAIN KEY G-77 DELS SUCCEEDED IN WEAKENING GUINEA AND MEXICAN LEADERSHIP IN GROUP AND FINALLY ISOLATING THEM. VOLPE
