1. Have just received formal note from Under Secretary Raymond expatiating on our conversation of June 24.

2. Note declares group of “so-called political exiles organizing on US territory to carry out acts international brigandage against Haiti.” It names leaders this group as Rene Leon, Robert Basile, Octave Cayard, Daniel Beauvoir, Francois benoit, fritz germain, henry vixamar, father jean-baptiste georges, luc fouche, and marcel fombrun. note also affirms they trying obtain aircraft to bomb haiti and are already in possession of boat, which kept near miami, to be used in landing commandos in haiti.

3. In penultimate paragraph, note calls attention to fact that such activities in violation neutrality act, contrary to international law, dangerous to hemispheric peace, and favorable to advancement Marxist-Leninist cause in Haiti. It also recalls action taken recently against Alpha 66 group and asks USG “take necessary measures prevent these terrorists from realizing their criminal intentions against Haiti.”

4. In view this further demarche by GOH, repeat request made in reftel that Dept furnish any information available to it on activities this group.
