1. Concerning demands contained in kidnapper’s note, our position vis-a-vis GOB should be that safe return of Amb Elbrick is of over-riding importance to us and we urge that all measures be taken, including compliance with kidnapper’s demands if necessary. Should it appear that any GOB strategy concerning the search is carrying them dangerously close to the 48-hour deadline without locating the Ambassador, you should reiterate forcefully our desire for GOB compliance with kidnappers’ demands.
