On 27 July 1975 higher authority approved the full [dollar amount not declassified] program incorporated in the NSC task group paper “Plan for Covert Action—Angola” which was submitted 16 July 1975.2

This includes the previous approval noted in the minute of 21 July 1975,3 adding [dollar amount not declassified] of Phase II of the plan for a total approval of [dollar amount not declassified]
