202. Editorial Note

On May 4, 1964, the Central Intelligence Agency’s Deputy Director for Plans Richard Helms met at the Department of State with Walt Rostow, Chairman of the Policy Planning Council, to discuss National Policy Papers and their implications for CIA. Agreement was reached on several issues, including Rostow’s proposal that completion of a National Policy Paper involve a review of CIA operations in the area.
