127. Memorandum From Bromley Smith of the National Security Council Staff and the Presidentʼs Special Assistant for National Security Affairs (Bundy) to President Johnson ¹

Washington, August 30, 1965, 10:30 p.m.

1. I talked to Ambassador Bunker at about 10:00 PM tonight. Bunker passed on the following information.

(a) General Imbert has resigned in favor of the Provisional Government, but says he will not sign the agreement. This should not hold up a settlement, however. First, we donʼt need his signature. Second, Rivera Caminero says he will sign if necessary for the GNR. The Armed Forces are definitely in favor of the settlement.

(b) The signings will probably take place on Tuesday² with the installation of the Provisional Government on Wednesday or Thursday.

(c) The situation is still somewhat touchy and we should definitely not make any public statements at this time.

(d) The security situation is quiet at the moment.

2. There is nothing to do before morning.

3. It looks as if we are just about home.
